Hopkins addresses Ard Fheis to introduce Taoiseach

Cllr Maura Hopkins, the Fine Gael general election candidate for Roscommon and East Galway, was this week selected by Fine Gael to address the Ard Fheis and introduce an Taoiseach Enda Kenny to the 3,000 strong crowd in City West, Dublin.

Earlier in the day, Cllr Hopkins had also appeared in a televised section of the Ard Fheis, putting forward a motion on the importance of support for young farmers. She stated that young farmers will be the main drivers of the agricultural industry and will push to achieve Food Wise 2025 goals and are particularly critical to rural economies.

“Investment in our young farmers is investment in the future prosperity of the industry, the economy and the country”.

Speaking on the Saturday with Claire Byrne show, Hopkins stated that the recovery is ongoing and we need a Government representative that knows this area to ensure that the region receives its fair share of services and investment and that the recovery is felt throughout Roscommon and East Galway.

Prepared to vote against Government if elected on Roscommon boundary Issue

I am absolutely and completely opposed to any change to our county boundary.  I believe the county boundary will not change under the next government. 
However, if elected and should a boundary alteration in relation to County Roscommon come before the Dáil and the Seanad, I will be voting against the government.  I am supporting the people of Roscommon on this issue. 
I am doing so because I care deeply about the people within the Monksland area.  I know that any change will have a detrimental impact on their lives and on our county as a whole and I do not want to see this happen.
I have and continue to give my full commitment to work as hard as I can and do everything in my power to prevent any boundary change.

Agreement reached on Loughglynn ambulance base

The Minister for Health Leo Varadkar TD last week informed Cllr. Maura Hopkins  that an agreement had been reached through the Workplace Relations Commission in relation to Loughglynn Ambulance Base.  Cllr. Hopkins has said that she welcomes the communication from the Minister that the base is due to commence operations from February 1st. 
"I have been communicating serious concerns in relation to ambulance response times in this area to Minister Varadkar since elected a councillor and i know Cllr Michael Creighton and Deputy Frank Feighan have being working very hard on this issue also”stated Hopkins.
“West Roscommon has been identified as a blackspot for ambulance coverage for the past number of years and I am relieved to see progress is being made to make Loughglynn Ambulance Base operational”.
The Loughglynn Ambulance Base which was the former Garda Barracks has been fully refurbished for this purpose at a cost of €70,000.
”I am delighted to see that the base will finally be used in the way which it was intended to and that the people of the West of the county will have improved ambulance services.” 
“With our improving economy generating additional revenue, I believe it is critical that extra resources be made available to further increase ambulance services in this region. As an occupational therapist having worked with stroke patients, I am acutely aware of the importance of timely intervention in achieving more successful outcomes.”

Councillor Maura Hopkins calls for investment in stroke rehabilitation services

Speaking in Roscommon town this week, general election candidate Cllr Maura Hopkins said that she welcomed the news that there has been a substantial reduction in the death rate of stroke patients, but stated that with an improving economy, investment is badly needed in specialist rehabilitation services for stroke patients.

“Having worked as an Occupational Therapist specifically with stroke patients for the past seven years, I have become deeply frustrated when many of our stroke patients have not been able to gain access to specialist rehabilitation in a timely manner.  There is such potential for stroke patients to improve given the right access to services".

An audit report of stroke services carried out by the HSE and Irish Heart Foundation published last Tuesday has found the death rate has dropped from 19% to 14% since the last audit was carried out in 2008. 8% of stroke patients are being discharged to nursing homes compared to 15% in 2008. 

“If elected, I will work hard to ensure there is greater investment in our health services and I will campaign on this issue in particular, having experience in the area and knowing the dire need for more resources. Better rehabilitation services are vital for patients to reap the benefit of better survival rates. For patients under the age of 65, the situation is of even more concern-these patients find it almost impossible to access services as the only dedicated inpatient rehabilitation service is the National Rehabilitation Hospital in Dun Laoghaire. I have been campaigning for better access to rehabilitation services for many years."


“The next government needs to invest in physiotherapists, occupational therapists and speech and language therapists and we need a government representative in Dáil Eireann who is familiar with these services in order to highlight this shortage and campaign for appropriate resources to be allocated. It is critical that we address these significant service deficits".

Hopkins urges farmer to apply for fodder scheme before January 22nd

Cllr Maura Hopkins has this week urged farmers to apply to the Government's assistance fund to help replace lost feed in order to feed stock in the coming weeks. 

"€2 million has been set aside to help farmers where fodder has been destroyed due to flooding-having met a number of farmers recently who are trying to continue to work in difficult situations, i know there is a huge need out there for fodder supplies. The compensation scheme relates to the loss of straw, hay, silage and other materials which are not available to claim under insurance. The deadline for applications is January 22nd so i advise anyone who has lost feed to apply with haste.


"If individuals need advice in obtaining or filling out forms, they can speak with their local Teagasc adviser.

"Farmers are set to get the full market value of lost fodder and the application process is very accessible. One-page self-declaration forms can be downloaded from the Department's website and an inspector is sent out to verify what has been lost. I am informed that payments will be made quickly.

Hopkins welcomes decreases to income taxes now active


Fine Gael general election candidate Councillor Maura Hopkins has welcomed the reduction in the USC rate which workers are set to benefit from as of January 1st.
Speaking in Boyle on Saturday, Cllr. Hopkins said that she is glad that workers are now receiving increases to wages, wages which have been cut drastically since the recession began in 2008.
“As of this week, low and middle income earners can expect a well-deserved increase in their take home pay. This is down to reductions in the USC introduced by the Minister for Finance in Budget 2016.
“This Universal Social Charge reduction brings the higher rate of tax under 50% for the first time since 2009. Fine Gael has a long term plan to keep the recovery going and if re-elected, a Fine Gael Government has committed to abolishing the USC over the course of the next Dáil term. We are seeing economic progress, with over 135,000 more people at work and if elected, I will ensure that the people of Roscommon and Galway are involved in this recovery.”

Emergency Fodder Supplies for Farmers severely affected by flooding
Cllr Hopkins has welcomed the confirmation from Minister for Agriculture, Food and the Marine, Simon Coveney that farmers who have been most affected by fodder losses are receiving emergency fodder supplies. Approximately 80 farmers nationwide have been identified by Teagasc and the Department of Agriculture. 
Cllr Hopkins said “she has been in direct contact with Minister Coveney over the past few weeks to ensure necessary supports were delivered soon as possible”.  
Minister Coveney advised that currently in severely flooded areas DAFM are allowing flexibility with regard to dealing with flooded tanks and movement of animals.
Minister Coveney strongly encourages farmers to use the special Dept helpline (CallSave 0761-064408 or 01-607 2379) who are dealing the consequences of significant fodder losses and animal welfare issues.
Cllr. Hopkins added that “individual farmers should use the welfare line as often as is necessary regarding need for fodder/feed supplementation/advice on animal movement/dealing with flooded slurry tanks and any other animal welfare issues related to flooding. 
She said “farmers are dealing with huge stress and anxiety associated with sourcing feed for animals. They are experiencing increased difficulties on a day to day basis in trying to feed their livestock and do what they can to minimise the effects of the flooding.
"I hope this announcement will go a small way towards helping these farmers and allowing them to plan for the next number of months”.  
Cllr Hopkins said that “during her recent visits to farmers across Roscommon and Galway affected by flooding it was very obvious that farmers are exposed to high levels of risk. She reiterated the need for farmers in these circumstances to be extra careful and put the safety of themselves and their family as their top priority”.

Hopkins welcomes changes to Hedgecutting dates
The recent announcement that legislation to allow for hedge cutting and burning at certain times within the existing closed period is to be introduced has been welcomed by Fine Gael, Cllr Maura Hopkins.
The Minister for Arts, Heritage and the Gaeltacht, Heather Humphreys TD, has taken the decision following a review of Section 40 of the Wildlife Acts, which sets out the controls on burning and cutting of vegetation.
The Minister has decided to introduce changes, on a pilot two year basis, to allow for a more managed approach to the vegetation management issues which regularly arise.
The pilot measures are as follows:
• Managed hedge cutting will be allowed, under strict criteria, during August to help ensure issues such as overgrown hedges impacting on roads can be tackled. 
• Power will also be given to the Minister to allow for controlled burning in certain areas around the country, to be specified by the Minister, during March, should it be necessary, for example, due to adverse weather conditions. 
Welcoming the announcement, Hopkins said the decision by the Minister was fair and balanced.
"Managed hedgecutting will be allowed under strict criteria during August to help ensure issues such as overgrown hedges can be tackled. 

"The news is particularly important for farmers and those living along secondary roads where overgrown hedges often cause a lot of disruption and cutting is often not possible during wet winter months," she said.

Minister Simon Harris Meets Ballinasloe Locals Affected by Flooding
Cllr. Maura Hopkins and Senator Michael Mullins welcomed the Minister of State with responsibility for the Office of Public Works Simon Harris to the Ballinasloe area last Tuesday. Minister Harris met with residents, business people, farmers and community groups who told him of their personal experiences from the recent flooding and presented proposals on solutions required for flood reliefs.
Councillor Maura Hopkins said: “The past few weeks have been very difficult for the people within certain areas of Roscommon and Galway, I have met with many of those affected and understand the real concerns they have. It is essential that this region receives adequate funding from the ring fenced €430 Million to ensure proper solutions are put in place."
Councillor Hopkins also emphasised "the need for affected farmers who continue to experience difficulty to be properly compensated for losses". Minister Harris has advised that he is in regular contact with Minister Coveney and the Department of Agriculture on this issue.
Senator Michael Mullins stated that the visit was worthwhile for both residents and the Minister, “I believe Minister Harris fully understands the extent of the damage caused by recent events and I look forward to continuing to work with all groups to ensure that adequate flood protections are in place not just for Ballinasloe but for the wider region."
Councillor Hopkins concluded that "we need to use local knowledge and increase communication between communities and State agencies to help identify the best solutions which will help us into the future."

Roscommon SAFE Link given commitment on funding for 2016
Cllr. Maura Hopkins has welcomed the recent communication that Roscommon SAFE Link have received a commitment of core funding for 2016 from TUSLA (Child and Family Agency). Roscommon SAFE Link based in Boyle is providing a specialist service for those who have experienced domestic violence and in abusive situations.
Cllr. Hopkins stated that “staff members communicated with me last week the positive impact that this funding commitment will have on their ability to plan and deliver services for 2016”. 
"I recently met with a number of staff members working within the service who outlined the work undertaken by Roscommon SAFE Link to assist those have experienced difficult situations. Last year alone, they had over 1,900 appointments with women, men and children.  I have been in contact with Minister James Reilly T.D. over the past number of weeks highlighting the importance of this service and the need to ensure that the service is properly resourced.  While it is positive that core funding has been secured for 2016, it is important we work towards ensuring increased funding is delivered to further support and develop the service."

Hopkins firmly opposed to any change to Roscommon boundaries
Councillor Maura Hopkins recently told a meeting of Roscommon County Council that she believes that the Monksland area in the south of the county must be kept as a part of Roscommon. 

Addressing the meeting held last week, Cllr. Hopkins stated that there is huge potential being realised in the Monksland area and traditional boundaries and links with the area must be preserved.

"Monksland has always been a part of Roscommon and there is no reason to sever the links to the area now. Traditional ties aside, Roscomon County Council have long seen the potential of the area and great leadership has been shown in recent times to establish the Monksland area as a pharmaceutical hub.It was initiatives proposed by this Council in the 1980s which transformed much of the industrial area from a green-field site to the built up area it is today. The recent Action Plan for Jobs in the West, launched by Minister Bruton in October, highlighted that this investment and commitment to the area continues as the Government plan to build on the critical mass of existing enterprise in Monksland. Roscommon County Council are set to drive a project to develop the industrial zone of Monksland as a Biopharma/Medtech Hub including the development of a 7-unit incubator hub. Changing the boundaries at this point makes no sense".

"There is vital and viable industry in the area, and it is this kind of business we need to re-invigorate the county and attract young people back to the region. The amalgamation of St. Aloysius and Summerhill College will see a brand new state of the art school and adjoining sports facility being constructed in 2018. Furthermore, 25% of the population of South Roscommon are now located in the area of interest being examined for a boundary change and this has come about through the county council's vision and careful investment in the area-investment which is working to create jobs and breathe back life into the economy after the recession".

The general election candidate concluded by stating that as a sitting County Councillor, she could not support plans to partition the county.


"The partition of the county will have negative repercussions in relation to social, cultural and economic effects, as well as from a recreational and sporting point of view. The people of Monksland are proud Connaught and Roscommon individuals and changing the boundaries would alter this identity for future generations.I will be communicating my views to the Minister for the Environment and encouraging the retention of Monksland-it is an important part of Roscommon and has an integral part to play in bringing positivity and growth back into the West".

Exciting new plans for the amalgamation of St. Aloysius and St. Joseph’s, Summerhill
Councillor Maura Hopkins has praised the ongoing work being carried out by the management of St. Aloysius and St. Joseph’s schools in progressing the amalgamation of both schools on September 1st 2017. It was announced earlier this year by the patron of both schools, the Bishop of Elphin, the Most Rev. Kevin Doran that the new school will be built on the existing 28 acre site at Summerhill. In November, the Minister for Education and Skills, Jan O’Sullivan announced that the construction of a new state-of-the art co-education school had been authorised through the Capital Funding Plan. The new school will accommodate 800 students and serve the ever growing population of Monksland. Construction on site will begin in 2018.

“After a recent meeting with relevant stakeholders of both schools, it is clear that huge work is being undertaken to plan for this fantastic new facility which is greatly needed in the area” stated Cllr. Hopkins. “Over 600 school places are expected to be needed in the Athlone area over the next 5-8 years and the development of the site at Summerhill college will provide a state of the art facility in Monksland to serve West Athlone and the wider region. Monksland is a growing and developing area very important to Roscommon and I am happy to see it receiving the investment that it deserves”.

Work has already begun in Summerhill to prepare a football training pitch and the new school will have a 600 square metre modern gymnasium, along with 400 square metre ancillary facilities, the first of their kind in the area. An application has also been made for the new school to be have an Autistic Spectrum Disorder Unit.

“Having met with those involved in the project, it has been hugely encouraging to see the level of co-operation and care being taken to ensure that the amalgamation of the two historic schools runs smoothly for all involved, and to maximise the standard of education and facilities which students will now have access to. I have been informed by the Department of Education and Skills that the very best of facilities and modern equipment will be provided in the new school and the students of the area will benefit from the finest education standards in this modern era.

“The coming together of both schools will mean that the young adults of Athlone will benefit from top of the range facilities, and that Monskland and its surrounding areas will benefit from this large investment. Locals should be proud of the fantastic facilities that will soon be on their doorstep which will serve children and young adults of the area into the future.


“I want to sincerely congratulate all those who are involved in the project and wish them the very best of luck as plans progress and this fantastic new facility is established”.

Hopkins commends SBCI initiatives and urges local entrepreneurs to apply for low-cost finance
Councillor Maura Hopkins has commended the Strategic Banking Corporation of Ireland (SBCI) this week, a State-backed fund that is providing cheap loans to small businesses across the county. Speaking at the SCBI business breakfast this week in the Sheraton Hotel in Athlone, the general election candidate encouraged entrepreneurs and local businesses to consider speaking to the corporation when assessing the suite of financing options available to help achieve business objectives.

“This morning’s discussions were highly interesting and I am really encouraged by the work the SBCI is doing across the country. They have lent over €110 million to 3,200 small and medium sized businesses since March and the loans are often 2% cheaper than banking funds, as well as more flexible.

“Initiatives set up by this Government, including the SBCI and the Action Plan for Jobs in the West, are tackling the under-investment in the West of Ireland and I would urge all local businesses, big and small, to look up the SBCI’s website for more information if they feel they have potential for growth and expansion.

Concluding, Hopkins highlighted her pride in the region and stated that she did not want people in the area to miss out on key initiatives which could help businesses to develop:


“We have a highly skilled workforce here in the West, good infrastructure and a good quality of life for those who work and live here. Hopkins highlights that closure of GLAS Tranch 11 is fast approaching
Cllr Maura Hopkins has state that while she is delighted that GLAS 11 is proving to be extremely popular among farmers in this region, indications are that the total number of GLAS 11 applicants will be above projections. 
Speaking in Roscommon town during the week, Maura expressed her concerns about the high number of applicants to the scheme:
"I am concerned about how these farmers will be accommodated if the numbers go above 10000 applicants. I have communicated my concern to Minister Coveney and have asked him to do everything possible to secure the funding necessary to accommodate as many GLAS 11 applicants as possible. This is an excellent scheme directing financial aid to actions that incentivise protection of the environment. The deadline for new applications is December 7th".

"I am delighted that over 24000 GLAS 1 applicants have received approval letters. Minister Coveney has confirmed that payments to theses farmers are due to take place in the coming weeks -these payments to will be a part payment for October November and December. I have received many calls from farmers who I am happy to hear have received approval and are now in a position to plan their work and secure full payment under the scheme each year for the next five years. This will be a tremendous boost for these families".

Councillor Maura Hopkins Celebrates Campaign Launch
On Saturday evening last, Fine Gael general election candidate Councillor Maura Hopkins officially launched her general election candidacy in the Fiddlers Elbow in Ballaghadereen. Councillor Hopkins delivered an impassioned speech to the crowd, highlighting why she has chosen to run in the next election and how she plans to provide a strong voice for the people of Roscommon and Galway in the next Dáil if she is selected by the electorate to do so.
In attendance on the night was a large crowd, spanning from all over the newly formed constituency-Fine Gael members, TDs, Senators and councillors from both East Galway and all over country Roscommon were present, along with a large number of friends, family, supporters and well-wishers.
Others who addressed the crowd were Senator Michael Mullins, Deputy Frank Feighan, Deputy John O’Mahony and Director of Elections, Dr. John Barton. Dr. Barton is a long-serving Consultant Physician Cardiologist at Portiuncula Hospital, Ballinasloe and said that he is leading Maura Hopkins’s campaign because she’s an outstanding candidate, and because he believes that Ireland and the western region will be best served by a Fine Gael government being returned to office:
“It is obvious to anyone who has come into contact with Maura that she is a genuine, enthusiastic woman who cares deeply about her community and her region. Her positivity and ambition for the area shines through all her communication and I believe that voting for Maura will ensure we have the best shot at securing badly needed resources into our healthcare system. As in an individual who lives and works in the region, it is hugely encouraging for me to see a young woman of Maura’s calibre taking leave from her job as an Occupational Therapist in Dublin to return home to offer herself as a TD to serve the people of Roscommon and East Galway and I believe that she has a fighting chance at securing a seat in this election”. 
Last to address the crowd was Deputy John O’Mahony, current TD for Mayo, chairperson of the Oireachtas Committee on Transport and Communication and former GAA manager. He spoke of the recession which hit the country in 2008 and the suffering which he stated he saw first-hand on the doorsteps over the last number of years. He told the crowd that this year’s budget was the first which showed the return of stability to the economic and added that if a Fine Gael and Labour government was returned, it would be the first of many such positive and progressive budgets.  
“I have been a friend of the Hopkins family for many years and had the privilege of teaching Maura in St. Nathy’s in Ballaghedereen for six years and canvassing with her in the by-election last year. The credibility that Maura has in the locality and the way she presents herself and beliefs in everything she does shows the real contribution she has to make for the future of both the area and for Fine Gael. The people of the constituency are intelligent and I know they will see the potential in Maura Hopkins, just as I have, to serve the people and do them proud”.
Addressing the crowd, Maura talked about the personal journey she has been on over the last number of years; she began her career as an Occupational Therapist and was elected a Councillor for the Boyle District in 2014. Her passion for her local area, for rural regeneration and for delivering an efficient healthcare system has driven her to put herself forward in front of the electorate. Councillor Hopkins pledged that if elected, she will do everything in her power in order to highlight the obstacles which the people of rural Ireland face in a time when the country has turned an economic corner and resources are available-if they are fought for.

“I believe in this region and I believe in the people in Roscommon and East Galway who have a lot to offer this country. I am proud to be from the West of Ireland and I think each and every person, both young and old, should be able to choose to live and work in this community without having to sacrifice a better wage or a better quality of life. I have met hundreds of people from the area over the last two years who are highly enthusiastic, experienced and educated and want to be able to settle in their hometowns and villages. Politicians and the Government should be actively encouraging this, doing more to promote business in rural Ireland and attracting emigrants home. Hopkins welcomes payment of Christmas Bonus to 1.2 million
Fine Gael General Election candidate Maura Hopkins has commended the Tánaiste and Minister for Social Protection on her decision to re-introduce the Christmas Bonus which will benefit social welfare recipients and their dependents. A Pensioner couple both in receipt of the non-contributory State Pension stand to receive a bonus payment of €328.50m, and a carer in receipt of Carer’s Allowance with two dependent children will receive an extra €197.70 next week when the payments are distributed.
Speaking in Roscommon town this week, Councillor Hopkins said that she felt the return of 75% of the bonus offered in peak years was a fair decision due to the positive developments in the State’s finances over the past year.
“Fine Gael and Labour have led a recovery over the past four years in Government, and the re-introduction of the Christmas bonus will benefit those most in need of financial assistance in the run up to Christmas, the group who may have felt the results of the economy the least. It is not just pensioners and those in receipt of social welfare payments that will benefit from the bonus, but those dependent on them and the local economy in which the bonuses will be spent”.

Weekly social welfare payments with which the Christmas Bonus will be paid include State Pension (Contributory, Non-Contributory), Widow's and Widower's (Contributory and Non Contributory Pension), Guardian's Payment (Contributory and Non-Contributory), Invalidity Pension, Blind Pension, Deserted Wife's Benefit, Carer's Allowance and Benefit, Disability Allowance, Farm Assist long-term Jobseeker's Allowance and long-term Supplementary Welfare Allowance. The Bonus is also being paid to certain participants of Community Employment, Back to Education, Rural Social Scheme, Gateway, Tus and the Back to Work Family Dividend.

Tax-fee vouchers to give welcome boost to local economy
Fine Gael General Election candidate for Roscommon-Galway, Maura Hopkins has welcomed the news that Minister for Finance Michael Noonan is to fast track new measures which will allow employers to give bonus vouchers of up to €500 to employees, tax free.
Speaking in Castlerea this week, Cllr. Hopkins commented “This is a great incentive for employers to reward staff with a larger bonus for Christmas and it will provide a significant boost to the local economy, where people will spend the vouchers”
Up until now, an employer could provide an employee with a once-off, annual non-cash benefit to the value of €250 that was not liable to tax. The new provisions, contained in the Finance Bill, mean the maximum value of such a benefit has now been increased to €500. Anything above that will still be subject to PAYE and PRSI.

The fast tracking of these new measures will provide a significant boost to the retail industry as it enters one of its busiest periods of the year stated Cllr. Hopkins.

Hopkins welcomes €36 million investment by Irish Water across Galway
Fine Gael Councillor and General Election candidate for East-Galway and Roscommon Maura Hopkins has welcomed the announcement by Irish Water that they are to invest a further €36 million into water infrastructure in Galway city and county by 2017.
This brings the total spending on water in the country to €94 million in recent years.
Speaking in Ballinasloe, Councillor Hopkins stated that things have turned a corner in relation to how water infrastructure is being invested in and valued:
“I’m delighted to hear the huge investment made by Irish Water in the area as the county has borne the brunt of chronic under investment in the past which has resulted in sub-standard and undrinkable water which is unacceptable. “Areas ear-marked for investment include Tuam, Loughrea and Williamstown-areas which boil water notices were implemented for years. I understand that Irish Water will also focus on Galway’s high-capacity water treatment facilities to ensure a more effective supply to homes and businesses. After working alongside the Council and with the local community group in Williamstown over the past two years, i have seen first-hand that real progress is being made; a new UV water treatment system was commissioned and installed recently in the town after being fast-tracked by Irish Water as an issue of priority.
“Irish Water has come under immense criticism since its establishment, much of it warranted. However, the company was tasked with a huge workload and is operating in areas which have not been invested in or upgraded for decades. We have inherited a water infrastructure that is appallingly old-fashioned and out of date and the progress which Irish Water have made in the past two years is commendable.

“There is still a huge amount to do before we can be satisfied with our water quality and supply but the announcement of substantial investment shows that the company and the Government are committed to tackling the problem head on in the rural areas that need investment the most”.

Councillor Maura Hopkins encourages tenants to consider purchase scheme 
Local Authority tenants should consider the new tenant purchase scheme as a route to home ownership, General Election candidate and Fine Gael Councillor Maura Hopkins has stated.
“The Government have confirmed that a new tenant purchase scheme will come into operation on January 1st of next year. The new scheme enables tenants to buy their homes after paying rent to the Council after a number of years and to avail of a higher discount than was previously available to tenants”. 
“The scheme will be open to tenants or joint tenants who have been in receipt of social housing support for at least a year, and who have a minimum reckonable income of at least €15,000 per annum.
“The new discount offered will be linked to the tenant’s income and that of his or her spouse, and could amount to 40%, 50% or 60% of the purchase price, which will mean the highest discounts ever offered in such a scheme” Councillor Hopkins says.
"The period over which the scheme is offered will be either 20, 25 or 30 years, depending on the discount given to the tenant purchaser. If you decide to sell your house during the period, you then pay the incremental purchase charge, which withers away to zero over the charge period. Therefore if the tenant stays in the house for the full period, they avail of the full discount.

“I have a huge number of calls on this issue and I welcome the scheme as it gives the opportunity to tenants, who have invested in their homes over the years, to finally own their property. I know that there are huge issues currently in the housing and rental market locally and this is some good news for inhabitants of social housing to get security on their homes”.

Roscommon farmers set to benefit from relaxation of farm inspections
Councillor Maura Hopkins has welcomed the announcements made in Brussels on Monday which will mean a reduction of up to 80% in the number of on-the-spot farm inspections and the introduction of preliminary checks in 2016 that will speed up payments to farmers. 
These are just two measures in a package of proposals put forward by the European Commission in order to simplify farming application processes and eligibility criteria.
The Roscommon-East Galway election candidate, who is from a farming family, stated that these pro-farmer measures will make life easier for farmers involved in initiatives that often involve extensive paperwork and burdensome processes.
“The announcements made in Brussels are very positive and are issues which this Government has lobbied extensively on. At present, there can be a lot of uncertainty felt by farmers when it comes to inspection controls and application processes, and there is a constant fear of fines. Under new proposed plans, national administrators can identify any errors which may be contained in application forms so that corrections can be made up to 35 days after the submission date, ensuring no fines will be incurred," said the Fine Gael Councillor.   
“The reduction in the number of inspections responds to the concerns expressed by farmers on the ground who rightly feel that the number of inspections they are subjected to is unnecessary and excessive.
“I also welcome the news that there are plans to simplify rules in relation to the Young Farmers Scheme eligibility, in that discretion will soon be given to national administrations in relation to who qualifies under the scheme. This is a common sense approach and I’m happy the Commission is reflecting the needs of farmers and simplifying processes that have become overly complicated and convoluted," she added. "Any reduction of bureaucracy in relation to this means more time for farmers to be out on the land doing what they do best- farming"
She went on stress the need for making systems and supports more user-friendly.
“I understand that these measures are part of an ongoing movement within the Commission in order to simplify European agricultural grant aid applications and controls. These systems and grants were introduced to support farmers and encourage agricultural activity and it is only right that the processes involved are accessible and pro-farmer.

“Fine Gael advocate for a proportional and straight forward system for grant aid and if elected, I will continue to highlight day to day issues which affect farmers. It’s clear from these proposed measures that change at the highest level can be implemented if communicated to the right people; Fine Gael provides an influential platform to communicate farmers’ messages directly to those who make decisions and who can affect real change."

Hopkins welcomes reduction in unemployment rates
 Fine Gael General Election candidate Maura Hopkins has said she is delighted with new figures highlighting that unemployment rates have moved below 9% for the first time since 2008.  this week, Hopkins said that she is conscious that not every person in the region is if feeling the recovery as strongly as others but that things are continuously moving in the right direction:
"The latest figures provided by the CSO are hugely positive-every job created is a life back on track, a family with more income to spend and a community improved. Furthermore, the more jobs which are created the more revenue that can be collected in tax and ultimately the more money the Government can spend on services in need of investment.  
"When you examine the figures, it is positive to note that the number of people in part-time employment fell in the past 12 months, meaning that the numbers in full-time employment actually increased by 59,400. The majority of the jobs created are full-time jobs which indicates that that the new roles are creating a significantly better standard of life for people who had previously been unemployed. 
Councillor Hopkins stated that she is aware that more needs to be done before we can be satisfied with the country's employment levels.
"There is still a long way to go before we can say we have replaced all the jobs that were lost and before all the young people who emigrated for work are attracted back home. However, getting the unemployment rate below 9% is an important milestone which gives us confidence that the Government's plan is working. It is imperative that we continue to attract new business to our towns, invest in infrastructure and resources and implement the policies necessary to deliver the jobs we need.

"The announcement of the Action Plan for Jobs in the West is a positive recent development for job creation in the region but more can be done to represent the people of Roscommon and East-Galway and to ensure Government distributes resources and investment fairly throughout the county. Major concerns over new Green Cert requirement for Direct payments - Hopkins
General election candidate for the Roscommon-Galway constituency Maura Hopkins has said that The Department of Agriculture, Food and the Marine’s confirmation that 2015 applicants for the National Reserve Scheme (NR) and Young Farmer Scheme (YFS) will need to enroll in a Green Cert, or equivalent programme before the end of 2015 to fulfill the scheme conditions is a major concern for affected farmers.
This requirement affects scheme applicants who have not already obtained the required agricultural qualification, or who have not already commenced an approved agricultural course.
Councillor Hopkins has said that she welcomes the fact that The Department of Agriculture, Food and the Marine is issuing letters to YFS/NR scheme applicants advising them of the immediate need to contact their education provider in regard to their education requirement. She also welcomed the announcement that Teagasc’s college network and Advisory Regions are arranging course commencement sessions for mid-December.
She advises each 2015 YFS/NR scheme applicant that has not yet started or completed the requisite courses to contact Teagasc or their preferred education provider to ensure they enrol on a course before the end of December.
"I am delighted Teagasc locally in Roscommon and across the region have been able to increase teacher numbers and provide additional courses and that Mountbellew Agricultural College has also been able to recruit additional teachers and provide additional courses, but it is vitally important that each YFS/NR scheme applicant affected by this change is accommodated to ensure they are eligible to receive their payment.
“I have received a number of calls from concerned farmers who had planned to commence their courses in 2016. Every effort must be made to ensure this problem does not overly inconvenience farmers who had planned to carry out the majority of their training late in 2016 and 2017 and that accommodation is also made for young farmers who may struggle with course fees.
"Many of these young farmers established their businesses in 2015 and others have been building their businesses in recent years so this cohort of farmers are under immense financial pressure.

HOPKINS COMMENDS NEW SERVICES BEING OFFERED BY AN POST
Fine Gael General Election candidate Councillor Maura Hopkins has welcomed the announcement from An Post that they will be offering current accounts to their customers from early next year.

Speaking in Ballaghadereen on Wednesday, Councillor Hopkins said she was delighted that increased financial and banking services will now be available in the community.

“It’s fantastic news that An Post have sped up their personal banking plans and from next year will be offering debit cards, full access to ATMs and point-of-sale facilities from local post offices. Customers will also be able to set up standing orders, direct debits and will be able to incorporate budgeting facilities into their accounts which will allow them to spread out bills over the course of the year.


“Although customers will be able to carry out transactions over the internet, by phone and by using an app, it is positive news that people in the community can also visit their post office and carry out the full range of functions with An Post employees. In recent times, we have seen banks cutting down on staff and personal banking services and it is positive news for all locals and business people that An Post have no plans to limit cash lodgements and withdrawals carried out over the counter".

Maura Hopkins calls on IDA to bring fresh employment to Carrick on Shannon
Fine Gael general Election candidate Maura Hopkins has said that the recent announcement by Credit card provider AvantCard to cut 37 jobs at its facility in Carrick-on-Shannon, Co Leitrim, is hugely disappointing and has called on the IDA to attract new employment to the highly-skilled workforce in the area. 
“This business is a major employer in the Carrick on Shannon area with 165 employees and it is important everything possible is done at this point to help AvantCard maintain the remaining jobs and to support it in growing its business in Carrick on Shannon in the future. 
“I have been in contact with the Minister for Jobs, Richard Bruton in the wake of this news and I have appealed to him to direct his energies to Carrick on Shannon and surrounding areas. Carrick on Shannon is a dynamic town with immensely qualified people and highly developed infrastructure, providing everything needed for new business start-ups. The people who are to lose their jobs are skilled workers who have a lot to contribute. I want these people to be able to get new jobs in the locality in the near future and government agencies such as the IDA have a role to play in this. 
“I have been advised that AvantCard have entered into a consultation period with employees and that they hope to achieve as many of the job cuts as possible via voluntary redundancy. They remain committed to growing their business in Ireland but that job cuts in Carrick on Shannon relate to the reduction in the use of credit card transactions. We must ensure that workers who are made redundant are suitably compensated and can avail of other viable employment in the locality. 

“Agencies like Enterprise Ireland, the IDA, the Local Enterprise Office, Department of Social Protection, Solas, Chambers, Department of Education and Skills are working hard and are delivering results but every effort must be made to leverage the highly skilled labour force and highly developed infrastructure present in Carrick on Shannon. There is an abundance of resources to be utilised in the Carrick on Shannon area and Government agencies must act now to bring more of the new jobs being created to the West.

Information Evening Attended by 175 Galway and Roscommon Farmers
175 farmers from North Galway and Roscommon gathered on Saturday afternoon last to attend a farming information evening held by Fine Gael General Election candidate Maura Hopkins and Councillor Peter Keaveney, and hosted by Glenamaddy farmer Brendan Keaveney.
Despite forceful weather conditions, turnout for the afternoon event was high and the crowd were addressed by a variety of speakers. Former Fine Gael Minister for Lands Paul Connaughton Senior was a very familiar face to the audience as a political veteran elected by the Galway East region over the past number of decades.
Speaking to the crowd, Paul stated:
“I have rarely come across a candidate of the calibre of Maura Hopkins in the 35 years I’ve been involved in politics. There is hardly a man or woman here this evening that I haven’t had a chat with down through the years; we have soldiered together, we have fought together and we have laughed together and I can’t get over the immense warmth you have for Maura.
“I’ve no doubt in the world that anywhere Maura goes in the Galway area of the new constituency that she will be welcomed warmly. As you all know, the constituency has been split and I would ask you in all humility, anyone who ever voted for myself, Tiernan Walsh and others over the many years, and provided us with the fantastic support that you did-I would ask you to show this same great support to Maura next at the polling stations next Spring.
Past and present Councillors for the area Patsy O Brien, Michael Creaton, Ernie Keenan and Tiernan Walsh were present at the event, and a number of speakers updated the crowd on topics such as animal nutrition, EU chemical restrictions, finishing cattle and mineral supplementation.  Also present was Macra na Feirme President and Castlerea native Sean Finan.
Garda Gerry Davis spoke on rural crime prevention, a topic which was key to the evening’s discussion. He advised those present to join local community text alerts, to keep farm yards well lit, busy-looking and locked and to call into elderly and vulnerable neighbours regularly especially at this time of year. He also spoke on a new system, Theft Stop, which is currently being introduced and aims to create a database of unique machinery ID numbers that will be recorded and reported if individuals attempt to sell the equipment anywhere in the UK or Ireland.
Concluding the event, Maura thanked all the individual speakers and guests as well as the generous host Brendan Keaveney and his family for facilitating such a crowd and welcoming them all onto his farm:
“I’m conscious that all the speakers here have provided us with a huge amount of experience and expertise and that there is lot to be done in order for us as farmers to keep up to date with regulatory developments, to become more effective and more efficient and to recognise and meet market demands. I’m hugely heartened by the number of farmers present here this evening and I believe this bodes well for the enthusiasm and energy felt towards farming as an occupation in the twenty first century.

Hopkins Welcomes Decision to Extend Nursing Home Upgrade Scheme
Fine Gael General Election candidate Cllr. Maura Hopkins has welcomed the decision to extend the deadline to upgrade HSE-run nursing homes to 2021. Minister for Health, Leo Varadkar and Minister of State, Kathleen Lynch yesterday announced the extension to the time limit this week. The Government have announced the allocation of €300 million in the capital plan and a further €150 million through public-private partnerships in September to upgrade many older-style nursing homes.
Cllr. Hopkins welcomed the announcement which is relevant to the Sacred Heart Home in Roscommon and which serves a large catchment area:
“This announcement further enforces the Government commitment to invest in upgrading homes as many of these services have been totally ignored and under funded for decades. Refurbishing and updating nursing homes, such as the Sacred Heart Home in Roscommon which is a beloved home and resource to many is necessary to ensure that the rights, dignity and safety of residents and patients is kept at the core of the care model.
“Although there has been no announcement made yet in relation to the funding for the Sacred Heart Home, I have been informed by the Department of Health that in the coming weeks, the HSE will submit to HIQA its plans for investment in local nursing homes, in line with the new policy timeframe. 
"After meeting with Minister Varadkar on a number of occasions in relation to the Sacred Heart Home, I am hopeful that funding will be allocated and service plans will meet HIQA standards.

“I will continue to liaise with the HSE, the Department of Health and the Minister and do everything in my power in order to secure funding for the Sacred Heart Home"

Hopkins Highlights Road Signage Dangers Ballinameen
Fine Gael General Election candidate for Roscommon and East Galway Maura Hopkins has called on Roscommon County Council to implement new road signage and markings in Ballinameen village without delay.
“There are huge road safety concerns currently in Ballinameen and after consultation with residents, I have brought these issues to the attention of Roscommon County Council, who have taken on board concerns and are considering further action.
“It is clear that the main approach into the town requires increased traffic calming measures, there needs to be an increase in road markings on the major and minor roads and there is need for a new sign as you enter the village.

“I would call on the Council to implement these road safety measures without delay, and to consider placing additional traffic calming markings on the main approach roads into the village and installing rumble strips. If these minor signage issues aren’t resolved with haste, there is huge potential for accidents to occur”.

Hopkins Calls on NRA to Fast-track N5 Road Signage
Fine Gael General Election candidate Maura Hopkins has called on the NRA to fast track approval for road signage on the N5 road between Frenchpark and Ballinagare.
“A number of residents along this road have witnessed several accidents in recent months and are highly concerned.
“I have raised this issue within Roscommon County Council and requested improved signage at this particular section to highlight the very dangerous bend ahead. This has been referred to the NRA for their approval and I am seeking immediate action on this issue to reduce the safety risk along this road section.

“Last year over €1.5 million was allocated towards progression of the proposed scheme between Scramogue and Ballaghadereen and I will continue to work hard to ensure safety standards are improved on the backroads throughout the county. Although road deaths have decreased dramatically, every accident that occurs on our roads is an accident too many and it is our responsibility to do everything in our power to prevent such crashes-and signage is a very manageable feature as part of the wider approach to road safety".

Ballinasloe’s Dr John Barton will lead Fine Gael candidate Maura Hopkins’s campaign for a Dáil seat as her Director of Elections for the upcoming general election campaign.
Dr Barton, who is a Consultant Physician Cardiologist at Portiuncula Hospital Ballinasloe, says he’s leading Maura Hopkins’s campaign because she’s an outstanding candidate, and because he believes that Ireland and the western region will be best served by a Fine Gael government being returned to office.

GLAS APPROVAL LETTERS SET TO ISSUE TO THOUSANDS OF ROSCOMMON FARMERS THIS WEEK
Fine Gael Cllr Maura Hopkins has welcomed news that approval letters for farmers to join the GLAS scheme are set to issue this week.
Hopkins has said that the move will be a welcome boost to both farmers and the local economy prior to Christmas with payments under the first tranche set to issue in December.
Commenting on the news Cllr Hopkins said: "The issuing of approval letters to farmers who applied for GLAS last spring has been highly anticipated by farmers in the area and it is welcome news that these farmers now know where they stand under the scheme.
"Thousands of farmers in the Roscommon area applied to the first tranche of the scheme and it is also positive news that the Minister for Agriculture Simon Coveney has confirmed that approved farmers will receive three months payment under the scheme this year.
"Under the scheme farmers can receive payments up to a maximum of €5,000 for carrying out agri-environmental actions. The significance of this financial boost for both farmers in the area and the local economy cannot be underestimated as payments are set to be issued at an important time in the run up to Christmas."
Cllr Hopkins was also keen to encourage Roscommon farmers who did not apply for the first tranche of GLAS to consider making an application for the second tranche which opened in recent weeks.
"I would encourage all farmers interested in the scheme to contact their local GLAS advisor and consider making an application to the second tranche of the scheme.

"Agri-Environmental schemes have in the past and will continue in the future to provide a significant source of income to farmers in this area. I would encourage farmers to engage with a local GLAS advisor and consider making an application."

Hopkins calls for further investment as Lough Key voted Ireland’s favourite park

Fine Gael general election candidate Maura Hopkins has welcomed the news that Lough Key Forest Park has been voted Ireland’s favourite park. In a poll conducted by the Best of Ireland Series, the Roscommon park beat off competition from Killarney National Park, Phoenix Park and Castlecomer Discovery Park with a landslide victory of 84% of the total vote.
Cllr. Hopkins stated that she is delighted with this news and called on Roscommon County Council and Coillte to prioritise the development and restoration of key sites in the park.
“As a frequent visitor to Lough Key, I’m delighted to hear that the park is being recognised on a national level as a key area of natural beauty. It is so encouraging to see that we are competing with, and beating, the very best natural tourist sites in the country and it is something we should take immense pride from. The park received €400,000 in funding last year to develop a Greenway track between Lough Key and Boyle and plans for a boardwalk have been finalised and put out to tender, a process which will be completed shortly."
“As someone who was involved in securing the funding allocation from the Department of the Environment in September 2014, I believe that the greenway must connect the town of Boyle with the county’s flagship tourist facility at Lough Key. I understand there are different variations of the greenway being explored currently but a direct connection to Boyle is vital as it would have huge significance to the economy of the town and its surrounding areas"
“I continue to work on promoting tourism in the area and believe in particular that the second gatehouse on the park grounds should be developed as an accommodation retreat. I have raised this issue on many occasions at council level.  The park is being recognised on a national level for its beauty and cultural value and if elected, I will put forward plans to expand and enhance the Boyle area’s vast tourist potential. We must utilise the natural potential of our beautiful park and fight to increase tourist footfall and revenue to the local economy in Boyle”.

Themes to be discussed will include beef enterprise margins and farm safety.

“Farmers in the West of Ireland know that new markets are being opened up internationally for our produce. But farmers are also worried about the future in the short-term. And farmers in the West have huge concerns about a number of current issues, like new EU spraying restrictions and also rural crime and theft from farmyards.
“Maura and I are hosting this farm walk in Glenamaddy so that farmers can discuss the issues that are of concern at present, and interact with experts in our industry. We are very fortunate to have secured high quality speakers for our event, and we are very fortunate that Brendan Keaveney is facilitating us at his farm in Clooncun.”

There will be a Q&A session, refreshments will be served and a number of spot prizes will be presented on the evening. Admission is free.

Hopkins welcomes ESB upgrade for North Roscommon
It was announced on Thursday of last week (October 29) that ESB Networks are in the final stages of a €1.4 million investment programme to upgrade the electricity infrastructure in the Cloonfad and Ballinlough areas of Co Roscommon. Over 230 kilometres of powerlines are to be upgraded, with communities in North Roscommon set to benefit from the investment.  
Maura Hopkins, Fine Gael general election candidate has welcomed this update:
“The planned works will involve a better and more efficient energy supply to the North Roscommon area, and will see upgrades and improvements to over 230Km of overhead Medium Voltage Network stretching all the way from Ballyhaunis southwards to Garrafrauns and eastwards from Ballyhaunis towards the outskirts of Castlerea.
 “The €1.4 million ESB investment will serve Mount Delvin, Cloonfad, Lavallyroe, Kiltullagh, Cashel, Ballinlough, Garranlahan, Clonkeen, Moorfield and Trien. I am informed that the work is to be carried out by up to 40 highly-skilled local ESB Technicians hailing from Roscommon, Carrick on Shannon, Longford, Tuam and Castelbar which will support the local community as part of the Government’s drive inward for investment in industry and jobs.
“It’s a hugely positive development for the area that ESB are choosing to invest in rural infrastructure which we have seen is all too often forgotten about when national upgrades occur. When the work is complete, North Roscommon will benefit from a more resilient and energy efficient network, which will help local businesses grow and will assist in attracting new businesses to set up in the area. This type of infrastructure, along with water and broadband, are issues which have been holding small towns back in the last decade due to chronic under investment. If elected, I will work hard for our rural communities to have reliable and competitive resources available to them to attract business back into our towns”.

The works take place between November 2nd and 20th and operations will involve some disruption to customer electricity supplies during the period. All customers will be notified in advance advising of times and dates of planned interruptions.

Teenage Castlerea Gaisce winners are role models for all of us: Maura Hopkins
Cllr Maura Hopkins has described 35 Castlerea teenagers who have achieved Gaisce Awards for outstanding community service as ‘role models’ for every other citizen. 
The 30 year old Fine Gael public representative was guest speaker at a ceremony in Castlerea Community School on 22nd October where 35 students were presented with Bronze Gaisce Awards for outstanding acts of community activism and community leadership in the west Roscommon/north Galway area.
As part of the programme, students volunteered in the local community in various capacities, including working in the local hospice shop and visiting the elderly in the wider Castlerea area.
Speaking at the ceremony in Castlerea Community School, Cllr Maura Hopkins said:
 “We are all part of a family and a community and we play our part in creating a friendly, active and inclusive environment for everyone in the community.  Receiving a Gasice award takes hard work and determination and through your work you have positioned yourselves as fantastic role models for both young and old people throughout the Castlerea area. I congratulate you all on your fantastic achievements.
“Through my work as a new public representative for this area, I interact with many community activists and community organisations throughout Galway and Roscommon. Every day I meet proactive and positive young people throughout Galway and Roscommon, who are fantastic advocates for local communities and for rural Ireland. Local societies, clubs and groups play a hugely important role in community life in Ireland.
“I have been selected by Fine Gael delegates from across north Galway and County Roscommon to contest next spring’s general election on behalf of my Party. With more and more people in Ireland getting back to work, the next Government will have more resources to invest in local communities. If I am elected as a new and young Fine Gael TD for this area, I will be a strong voice in the Dáil for community groups and community projects in Roscommon-Galway. 
“The activism, confidence and enthusiasm of the teenage Gaisce Award winners here tonight make me very optimistic about the future of the West of Ireland.”

Changes to GLAS Scheme communicated to Minister Coveney
Cllr. Maura Hopkins welcomes the budget allocation of €203m to support Agricultural Environmental schemes in 2016. She stated "that the €142m allocated to (GLAS) Green Low Carbon Options Scheme has the potential to facilitate an additional 13,000 new participants with funding available for a total of approximately 40,000 GLAS participants in 2016. Glas Tranche 2 has been announced and planners are actively gathering information to commence preparing plans". 
Cllr. Hopkins said that she is "disappointed that changes were made to some of the more popular options like a reduction in the maximum area allowed under (LIPP) Low Input Permanent Pasture to 5 Hectares and removal of the option to select New Hedgerow planting. I have communicated my disappointment to Minister Coveney, encouraging him to negotiate reinstatement of these popular options in Tranche 3".
Minister Coveney has stated that “On the basis of the 27,000 GLAS plans submitted to date, we have achieved or exceeded RDP targets in some areas such as Low Input Permanent Pasture (LIPP), new hedgerows and traditional orchards”. 
Farmers still have a wide suite of options to pick from to achieve the maximum payment and GLAS advisers are currently helping farmers with these choices. As in Tranche 1 farmers can achieve the maximum area for payment between Traditional Hay Meadow (THM) and Low Input Permanent Pasture (LIPP) of 10ha by selecting 5ha of Traditional Hay Meadow along with 5ha of Low Input Permanent Pasture.
Cllr Hopkins concluded by saying “this scheme is having a very positive impact on the environment with farmers in Tranche 1 alone committing to conserve 180,000 ha of permanent pasture, planting 1,300km of new hedgerows, and 1,000 new orchards of traditional Irish varieties with many more environmental benefits being delivered from all the other options". 

"I will continue to encourage Minister Coveney to implement maximum flexibility with regard to reinstatement of LIPP and New Hedgerows in Tranche 3 and also that the necessary funding is secured to ensure the overall target of 50,000 farmers participating in the scheme is achieved and exceeded".

Sheep Fencing to be eligible for Grant Aid
Cllr Maura Hopkins warmly welcomes the budget announcement of the planned reintroduction of sheep fencing as a measure available under the TAMS 11 scheme. 
Cllr. Hopkins stated “I have made a large number of representations on behalf of constituents requesting this measure to be included in TAMS 11. Roscommon and Galway have a very high percentage of sheep farmers and sheep fencing by its nature must be regularly maintained and replaced which is a costly exercise so I am delighted TAMS 11 will be available to support this investment”. 
The first tranche of the TAMS 11 scheme for farmers who qualify for the 40% grant is due to close on October 30th with further tranches due to take place every 3 months. 
Farmers and their advisers have been working very hard over the last few months preparing the required documentation for eligible applications.
Cllr. Hopkins said that the “decisions on available funding, repayment capacity for loans associated with investments, location of investments, their size, preferred design, number of animals to be accommodated all need to made very carefully. Investment in the farm business is a big decision and it must receive the requisite level of analysis before deciding to proceed”.

Budget 2016 has seen a €35.8 million allocation for TAMS 11 where farmers can avail of a 40% grant for on farm investment with a 60% grant available for eligible young farmers.

Ballaghaderreen Town to receive High Speed Broadband
Ballaghaderreen based Cllr. Maura Hopkins has welcomed the commencement of works last week by Eircom on the delivery of high speed fibre broadband to the town of Ballaghaderreen. Fibre optic cables are being brought to the centre of the town with later extensions being brought to peripheral areas of the town.
Cllr. Hopkins said she “has been working closely with Deputy John O’Mahony T.D., Chairperson of the Joint Oireachtas Committee on Transport and Communications in raising the issue regarding lack of high speed broadband in this region.”  Cllr. Hopkins said “this is positive news for the town of Ballaghaderreen.  High speed broadband is an infrastructural necessity for businesses to be able to function effectively and efficiently.  Fast downloading of files, programs and computer updates are just some of the many benefits which will accrue.”Cllr. Hopkins also said she is “well aware of the challenges with lack of broadband connectivity in our rural areas.  It is expected that only the larger towns will receive high speed broadband from commercial operators with state intervention for rural areas.”An Taoiseach Enda Kenny T.D. and Minister Brendan Howlin T.D. recently launched the Regional Operational Programme in the Northern & Western Regional Assembly, Ballaghaderreen. This programme will assist in the government’s extension of high speed rural broadband with an estimated 144,000 households to benefit in the Border, Midland and Western Region.While Cllr. Hopkins warmly welcomed the news for the town of Ballaghaderreen, she concluded by saying “plans are also in process for a number of other urban areas within the Boyle Municipal District and I will continue to work hard to ensure delivery on these projects.  I will also continue to work hard to advocate for broadband provision within our rural areas as the people within these regions need connectivity to do their business and live their lives”.

Irish Water approves funding for repair of Woodenbridge to Erris Sewage System
Cllr. Maura Hopkins has been liaising with Roscommon County Council and Irish Water officials over the past few months to secure a permanent solution to reoccurring sewerage problems within the Woodenbridge area, Boyle. 
She has welcomed funding approval to have defects rectified in the sewage system from Wooden bridge to Erris in Boyle however no date as of yet has been set for works to commence.
Cllr. Hopkins said she “first became aware of the difficulties within the estate in November 2014 when she met with residents whose driveways had been covered in remnants of sewerage during a period of heavy rainfall”.  
“This issue first occurred back in 2009 with a number of reoccurrences and no adequate response evident since then with regard to a solution”.
Cllr. Hopkins continued that “both Roscommon County Council and Irish Water officials have been proactive following this issue being raised”.  
“These agencies have completed investigations of the sewer which have identified evidence of significant surface water entering the public foul sewer from Lough Key. The volume of surface water entering the sewer during periods of heavy rainfall is outside the capacity of the system”.
Cllr. Hopkins stated that “Irish Water are seeking assurances with timeframes from Moylurg Rockingham Ltd in advance of allowing the works to proceed on the public network”. At last Monday’s council meeting, Cllr Hopkins again raised this issue and the urgency of an agreement being reached between Irish Water and Moylurg/Rockingham Ltd

New Minister for Justice addresses Women’s Seminar
Attending the seminar “The Inside Track” organised by Young Fine Gael last week, local election candidate Maura Hopkins stated that “there remains a greater gender and youth imbalance in rural areas for the upcoming local elections as opposed to urban centres”.  Maura is the only female candidate contesting the local elections on behalf of Fine Gael in County Roscommon. 
Addressing this event, the new Minister for Justice, Frances Fitzgerald acknowledged the significant progress that has been made with the introduction of gender quotas and she reflected on her own journey into politics. She stated "that women have a huge contribution to make and this should be translated into political life." 
Commenting on the recent appointment of Frances Fitzgerald as Minister for Justice, Maura congratulates her stating “it encourages more women to get involved in politics and be confident in their ability to take on roles of responsibility and high office”. 

Maura states “it is imperative that we elect more women to Roscommon County Council, currently there are only four female councillors out of a total of 26 which represents only 15%. There is an urgent need for more balanced participation of men and women in political life in this region”.

Bridge Repairs Works Necessary 
At Monday’s Municipal District Meeting, Cllr. Maura Hopkins sought an update on bridge repair at Frasnadeffa, Edmondstown near Ballaghaderreen.  In a question to the Roscommon County Council at this meeting, she was informed that it was closed to traffic on safety grounds and it is proposed to carry out the necessary repairs to the bridge over the coming months as resources permit.  
Cllr. Hopkins subsequently raised this issue with the local engineering office.  She stressed “the importance of the repairs being completed in order to avoid unnecessary long journeys particularly for the residents who live in this area.”

“It caused significant difficulty particularly during the inclement weather conditions last January and it is essential that repair works be completed as quickly as possible.”

New anti-burglary plan will crack down on crime in Roscommon
Fine Gael general election candidate Maura Hopkins has said that the new Anti-Crime and Burglary response by An Garda Síochána will crack down on crime throughout the area.
Speaking in Ballinasloe on Monday of this week, Hopkins welcomed the new initiative:
“This new Anti-Crime and Burglary response by An Garda Síochána, named Operation Thor, will help hugely in tackling crime throughout the county. The new plan is backed up by increased Government investment of €5 million, a tougher law on sentences and stricter bail for repeat offenders.
“While operational planning is a matter for the Garda Commissioner, this new operation delivers on increased investment in policing by this Government to tackle burglaries and related crime. I understand that Operation Thor is aimed at tackling burglars, organised crime gangs and prolific offenders as well as working with communities to prevent crime.
The key elements include:
· The use of new high powered vehicles by the armed Regional Response Units;
· Extra high-visibility patrols in identified burglary hot-spots;
· Increased used of checkpoints to tackle the criminal gangs using the national road network;
· Efforts to disrupt the stolen goods market;
· Programmes to help reduce re-offending by prolific offenders;
· A high-profile national crime prevention awareness campaign to be launched later this month;
· Targeted crime prevention advice for local communities.
· Enhanced supports for victims.
"Burglaries have a terrible and unacceptable impact on families and communities nationwide, both urban and rural. We have felt that in this region particularly in the last number of years.
“Fine Gael’s response to crime is focussed: investing in more Gardaí and vehicles and strengthening the law to crack down on serious and repeat offenders. It is unacceptable that both families and elderly people have come to be scaredin their own homes and this ambitious plan aims to address the spat of burglaries which have wreaked havoc across the rural countryside in recent times.
“Fine Gael in Government has reopened Templemore, with 1,150 Gardaí being recruited. We have invested over €34 million in new Garda vehicles since 2012 with over 640 new vehicles in 2015, ranging from more Garda patrol cars to high-powered vehicles for armed units. This will ensure Gardaí can be mobile, visible and responsive, on the roads and in the community. We are also investing in airborne surveillance and enhanced technology and ICT systems.

“Over €5 million is being committed to support Operation Thor. This includes funding for Garda overtime to support a combination of additional patrols, checkpoints, rapid armed response and public awareness measures.”
